Philippe was born in <st1:city w:st="on">Toulouse</st1:city> (<st1:country-region w:st="on"><st1:place w:st="on">France</st1:place></st1:country-region>). He holds a PhD in Economics from the <st1:place w:st="on"><st1:placetype w:st="on">University</st1:placetype> of <st1:placename w:st="on">Toulouse</st1:placename></st1:place> where he studied Industrial Organization and Organization Theory. After his PhD, he moved to <st1:placetype w:st="on">University</st1:placetype> of <st1:placename w:st="on">Southern California</st1:placename> in <st1:city w:st="on">Los Angeles</st1:city> as visiting assistant professor and later took a regular position at <st1:place w:st="on"><st1:placename w:st="on">Iowa</st1:placename> <st1:placetype w:st="on">State</st1:placetype> <st1:placetype w:st="on">University</st1:placetype></st1:place>. He is now associate professor of resource economics at the <st1:place w:st="on"><st1:placetype w:st="on">University</st1:placetype> of <st1:placename w:st="on">Alberta</st1:placename></st1:place> in the Department of Rural Economy.

Philippe has specialized in the economics and organization of cooperatives which are particularly prevalent in the agribusiness world. He publishes regularly in journals such as The American Journal of Agricultural Economics or the Journal of Economic Behavior and Organization. He is also an associate editor of the Journal of Agricultural & Food  Industrial Organization.

Philippe is married and has two children, Jules and Paule, who were born in <st1:city w:st="on">Ames</st1:city>, <st1:state w:st="on">Iowa</st1:state> (<st1:country-region w:st="on"><st1:place w:st="on">USA</st1:place></st1:country-region>).
